Quick answer: At the Network we recommend that you post items as NEWS if, for most readers, the content will have a limited shelf life. For example: Announcements regarding issue priorities or status, minutes from your topic group, etc.
ARTICLES are for content that has a more lasting impact/interest.
Nonetheless, as long as the topic editor is willing to prune, update, or otherwise keep current their area, there may be times when these general rules of thumb will be ignored.
FYI - Presently, there does not appear to be a simple way to CONVERT an Article to News (or vice versa) without reposting it. The Network is investigating this issue.
